That’s a very odd plate format for UK plate. Edit: According to wiki it’s a plate for accredited non-diplomatic staff https://en.m.wikipedia.org/wiki/List_of_country_codes_on_British_diplomatic_vehicle_registration_plates

A few up in the mountains, but only accessible by dirt roads ( I think they monitor weather very closely due to the windmills and the dam)
